The Information Processing Centre (OPI) was called into being in 1990 as a research and development unit supervised by the State Committee for Scientific Research, at present the Ministry of Science and Higher Education.
  
The activities of the OPI:

  • development and implementation of information systems on the organization and financing of scientific research and the research and development sphere,
  • keeping the record of the results of the completed research and R&D projects (Polish Science Databases: Scientific Institutions, Doctoral and Qualifying Dissertations, Learned Societies and Scientific Associations etc.)
  • propagation of the results of the completed research and R&D projects,
  • running the international exchange of scientific and technical information in the range resulting from inter-governmental agreements and the current needs of the State authorities,
  • elaboration of developmental trends for the national activities of international computer networks of scientific and technical information,
  • propagation and dissemination of information on Polish science and technology both in Poland and abroad,
  • the Operator of the Polish-Norwegian Research Fund
  • implementing EU Funds: Innovative Economy and Infrastructure and Environment;
 
As the implementing institution OPI works on - priority 1 „Research and development of new technologies” within the Programme Innovative Economy. There are three measures under this priority:
1.1.1 – Research projects performed with application of a method called foresight (forecasting of the research directions which may incline the largest influence on the social and economical development of the country)
1.3.1 – Development projects (engineered at direct practice application)
1.3.2 – Support of industry property protection created in scientific units as a result of research and development works (industry property protection)
 
OPI also implements XIII priority axis „Higher Education Infrastructure” within the programme Infrastructure and Environment – Activity 13.1 – which is dedicated to Higher Education Sector for improving infrastructure.
 
The Programme Innovative Economy is one of six national programmes under National Strategic Reference Framework, which are co-financed from EU resources. This programme is directed mostly to all entrepreneurs who want to implement innovative projects connected with research and development, modern technologies, investments of high importance for the economy or implementation and use of information and communication technologies.

Objectives of the Programme

The overall objective of the Programme Innovative Economy 2007-2013 is the development of Polish economy based on innovative enterprises. This objective will be achieved through implementation of the following specific objectives:
  • Improvement of innovativeness of enterprises
  • Improvement of competitiveness of Polish science
  • Strengthening of the role of science in economic development
  • Increasing the share of innovative products of the Polish economy in the international market
  • Creation of permanent and better workplaces
  • Growth of the use of information and communication technologies in the economy

 

The Operational Programme Infrastructure and Environment (OPI&E) is a response to the opportunities and challenges brought about by the membership in the European Union. The Programme's objective is to improve the country's investment attractiveness. The implementation of the Programme as well as achieving the said objective require adequate preparation of the public administration and beneficiaries for the best possible use of the Programme's funds.

A characteristic feature of the Programme Infrastructure and Environment is an integral perspective on problems of the basic infrastructure which includes technical infrastructure and principal elements of the social infrastructure. The starting point for thus specified scope of the programme is the principle of maximising development effects, which is conditional upon a complementary treatment of the technical and social sphere in a single programme and implementation stream.

The Polish - Swiss Research Programme

 

The objective of the Polish-Swiss Research Programme is: “To contribute to the knowledge based economy through the enhancement of the knowledge base and in particular through applied research as well as know-how and technology transfer”. Projects implemented under the Polish Swiss Research Programme (PSRP) will contribute to strengthening the research cooperation between Poland and Switzerland.

The PSRP will focus on Joint Research Projects (JRP).
JRP may be submitted in the following thematic areas: 
  • ICT,
  • Energy – Renewable Energy Sources,
  • Nanotechnologies,
  • Health,
  • Environment.
 
The Beneficiaries of grant assistance under the PSRPare:          
  • public and non-public higher education institutions,
  • research institutions,
  • non-governmental research organizations conducting scientific activity,
  • other entities running activities in the area of research and development.
Polish and Swiss Beneficiaries will submit Projects in partnership.

The Contribution in form of grants is up to 100% of total eligible costs of the single Project, where 85% is provided by the Swiss Contribution and 15% by the Polish state budget. Beneficiaries may receive grant assistance under the PSRP for smaller Projects in the amount from CHF 0,3 million up to CHF 1 million and for bigger Projects from CHF 1 million up to CHF 2 million.
The final eligibility date of single projects realization is, 30th 2016.

The Polish – Swiss Research Programme shall be managed by the Information Processing Centre (IPC) acting as the Executing Agency, appointed with the recommendation of the Ministry of Higher Education and Research.
